Sulphur’s Dugas appointed to West Calcasieu Port Board of Directors

SULPHUR, La, October 27, 2008 – Sulphur resident Wilmer Dugas has been appointed to the West Calcasieu Port
five person board of directors by the Sulphur City Council effective Oct. 1, 2008. “We are very pleased to have Wilmer
join our board of directors,” said Larry Mashburn, board president, West Calcasieu Port. “His legacy of public and
civic service is known wide and far, and his guidance and leadership will be of tremendous benefit to our board
as we begin an exciting new fiscal year.”

Dugas, 71, replaces longtime board member Percy Rogers, who finished his term on the WCP board in September.
Dugas is a member of the management team at Don Shetler Ford in Sulphur where he has been employed since 1980.
Prior to that, he worked in law enforcement and the financial field. A native of Erath, La., Dugas is a graduate of Erath
High School and attended the University of Southwest Louisiana. He served six years in the U.S. Army Reserve.

He served on the Sulphur City Council from 1986—2006 and also served as the council’s chairman and vice chairman.
He is a member of the Sulphur Kiwanis Club, the Sulphur Group, Sulphur Lions Club, West Calcasieu Association of
Business, Sierra Club of West Calcasieu, Optimist Club, and the Knights of Columbus. He serves on the Care/Help
board of directors. In April 2006, the Sulphur City Council named him Volunteer of the Month. Among his many
additional honors are: WCAB Citizen of the Year (1999), Sulphur Mayor’s Commission for the Needs of the Handicapped
Volunteer of the Year (2000), induction into the Knights of Columbus Hall of Fame (1987) and Sulphur Kiwanis Club
Christmas Parade Grand Marshall (2006). Dugas is married to Barbara Brown Dugas.

“The West Cal Port has grown to become a critical component of of the parish’s maritime community, and we want
to express our gratitude to Percy for his many years of dedicated service to the port and its tenants,” Mashburn said.
“The port board will look to Wilmer for experienced leadership as we embark on a new year of great economic
development potential.”

Strategically positioned on the busiest stretch of the Gulf Intracoastal Waterway midway between Houston and New Orleans,
the 190acre West Cal Port is located 12 miles south of Interstate 10 on Highway 27. The West Cal Port offers 2,500 feet of
waterfront property on the Gulf Intracoastal Waterway with 12foot water depth.

Current tenant activity includes barge operations, maritime fueling service, dry cargo barge cleaning, diesel repair,
heavy equipment contracting and maritime supply operations.
